Diagnosis
The diagnosis is specific to the local context. For example, it may identify a sub-section of the population as lacking access to acceptable quality water and/or adequate sanitation and hygiene. It may consider the need for Disaster Risk Reduction in relation to climatic change and variability. It could also identify institutional barriers to improving water resources.
Example :
Catchment area pollution identified as a challenge. Water quality not meeting nationally recognized standards. Environmental damage continues.
Target(s)
IWC signatories must present precise targets to attain. These targets are chosen on a voluntary basis and reflect the needs of a territory - such as increase of water supply for human needs or reduction of water leakages. Targets should be SMART – Specific, measurable, realistic and timebound.
Example :
Engage with community groups for long-term management of catchment areas in the next 12 months.
Ensure relevant legislation is known and implemented by all catchment users including large industry.
Consider monitoring and reporting mechanism locally.
Measures
Measures to be undertaken (or which have already been implemented or are in process if a current signatory) in order to achieve the targets identified.
Example :
Develop inclusive catchment management plan with all stakeholders and ensure legislation regarding water pollution is adequate and implemented.
Undertake consultation to create a monitoring and reporting mechanism.
Devote % of budget locally to awareness raising regarding catchment management.
